I. Welcome and Introductions

Welcomed newly elected Council Representatives
· Group 1 - David Wysocki replaced Darlene Sekerak
· Group 2 - Bill Croft
· Group 3 - Marge Ottofy (reelected)

II. Approval of March 6, 2002 Minutes

Meeting Minutes from March 6, 2002 accepted and approved with corrections. The following attendees were added: Dr. Patricia Porter, Pam Horton, Brenda Mitchell, and Dr. Carolyn Mayo.

III. Council Updates
  1. We Welcomed Dr. David Yoder as the Council Executive Director. Dr. Yoder discussed goals for the Council (handout).

    • Funding for CAHNC ongoing activities

    Interviews for the Council secretary position have been conducted and selection has been narrowed down to 2 candidates. Due to release dollars made available from a previous grant in the Department of Allied Health Sciences at UNC, a half time position has now become available, which will be combined with the half time council position to create a full time secretary position.

  2. Dr. Bacon discussed the formulation of a new Executive Committee, which at a minimum would include:
    • Chair – Tom Bacon
    • Former Chair – Rees Jenkins
    • Vice Chair – Kathy Heilig
    • Treasurer – Karen Luken
    • AHEC Staff Consultant – Alan Brown
    • Executive Director – David Yoder
    • A member at large

    Dr. Bacon will present a proposal at the next meeting to make the EC membership an official entity of the Council.

IV. Update on PT Licensure Rules - David Wysocki & Darlene Sekerak

Handouts:
1. Title 21 – Occupational Licensing Boards - Proposed Rules
2. Overview & Update on PT (NCBPTE) Proposed rule changes.

David compared/contrasted the language of the proposed rule changes to the original. In addition, David highlighted what he viewed as the positive potentials and some of the complications.

Pat Porter commented that the Council is the appropriate platform for presenting these types of issues and to mentioned that this was the one of the roles of the Council.

Dr. Yoder appeals to members of the allied health professions represented on the Council to bring these types of proposed Rule changes to the attention of Council early.

Resolution of the PT/OT differences pertaining to the proposed PT Rule change will be provided at the next meeting.

V. NC Access Recruitment, Retention & Completion Program - Moses Goldmon

Dr. Goldmon presented on the NC-ARC. The NC-ARC is a collaborative partnership between: UNC-CH Dept. of Allied Health Sciences, NC Health Careers Access Program, Elizabeth City State University, NC A&T State University, NC Central University, and UNC at Pembroke. NC-Arc is a flexible, coordinated, & collaborative pathway for recruiting, retaining & graduating underrepresented minority and/or disadvantaged students in the allied health professions.

The objectives of NC-ARC are to enhance admissions qualifications of 225 URM students such that a minimum of:

  • 45 (20%) enroll in an allied health professions degree program within 2-4 years
  • 10 (5%) enroll in allied health professions degree program at UNC-CH within 2-4 years
  • 9 (90%) of the 10 UNC-CH enrollees make regular academic progress through graduation.
VI. UNC Distance Education and Allied Health - Dr. James Sadler

Dr. Sadler spoke to the Council about distance education in allied health. Areas of critical need in NC were: Teacher and administrator education, Technology, and Nursing and selected allied health fields.

Percentages of students enrolled in regular term and distance education programs by age group, Fall 2001 reflect that 30.1% of students between the ages of 31-40 are enrolled in distance education.

Growth in UNC distance education courses in Nursing and other Allied Health Sciences has grown from 72 in 1998, to 144 in 2001. Growth in the number of individuals enrolled in these courses has increased from 523 in 1998, to 867 in 2001.

VII. Allied Health Workforce Report (response to SB#166) - Dr. Donna Benson & Dr. Elizabeth Isler

Dr. Benson & Dr. Isler provided information on the report submitted to the Joint Legislative Education Oversight Committee and The Joint Legislative Health Care Oversight Committee. This report was prepared in response to Senate Bill 166. The bill requires a report from the Board of Governors of the University of North Carolina, the State Board of Community Colleges, and the Department of Public Instruction that addresses the current and projected critical shortages of health care personnel & how the educational system can assist in the development of an adequate supply of appropriately trained health care personnel. All three organizations participated.

Action: Health Affairs and Planning Committee for the Board of Governors asked for a report to be presented in July outlining existing and future plans to address how the educational system can assist in the development of an adequate supply of appropriately trained health care personnel. Dr. Benson asked to meet with Dr.’s McLean, Yoder, and Isler to prepare report.

VIII. Update from Data Committee - Alan Brown

Panel meeting is confirmed for June 20. RadSci study is scheduled next with Francis Apple as the new representative replacing Debbie Durham.

Data Committee meets every other month; fall schedule is not yet available.

IX. General Updates & Announcements
  1. Kathy Heilig - (handout) provided a copy of the American Hospital Association Workforce Shortage Strategy Map. This handout is available at the following web address is www.aha.org, key initiatives, workforce.
  2. Pat Porter – Surgeon General’s Report on Health Disparities and Mental Retardation www.nichd.nih.gov.
